Democratization and Ideologies"
Vlora, Albania, August 21 - 28, 2005
Are you interested and motivated into politics, democracy, society and
public life? Would you like to learn more, debate and exchange ideas with
the young from Albania and from other countries from the region?
Please apply to participate at the Summer University "Democracy and
Participation" that will be held in Vlora (Albania), at New York Hotel from
21 - 28 August 2005.
Young parliamentarians, government officials or officials of political
parties, as well as young persons involved in the work of NGOs, political
forums, media, public administration or they should be students.
Advantages will have the candidates engaged in forums or leading levels at
the organizations that they represent and representatives from the
minorities' community.
Eligible candidates must be from SouthEast Europe countries.
Working languages in UV will be English and Albanian. Candidates than can
speak Enlgish are prefered.

THE PROGRAMME
This year’s edition of the Summer University will deal with its regional
dimension. At the centre of the topics and discussion of this edition will
be the political and social processes in South-eastern Europe and the role
of leadership in the respective countries.
After a decade of wars, confrontations, internal troubles, all the
countries in the region have passed almost all the same political
phenomena’s. They are living a transformation toward open societies or
consolidating of democratic institutions. Also all the countries in the
region are passing a political process that orient their developments to
their Euro-Atlantic integration.
There are at least three processes that are happening together at the same
time in all the countries of the region, which produce through their
combination the phenomena that happen today in South-eastern Europe.
Political elites, civic players and new leadership in these countries need
to deal with these phenomena in order to analyze and to consider them in
their daily life.
GLOBALIZATION: The countries in the region are subject of the enormous
transformations which today are labeled under the Globalization and
Integration. Those are opening toward each-other and the world, and are
being involved in the global logics and are feeling in their own houses all
the effects of international developments.
NATIONALISM: Nationalism, even if it has passed its aggressive phase,
exploded during the 90’s, still remains a generator of public life, an
inspiration of political behavior, a way to mobilize huge number of people
and to affect the actions of political elites. The status and new forms
taken by the nationalism in today’s conditions and its perspective as
inspiring ideology for groups of population are of special importance.
DEMOCRATIZATION: Democratization process is the common attribute of the
Balkan area. How is evolving the democratization process in Balkan? Which
are the common characteristics of the process and their distinction. The
role of internationals in assisting the political processes in the Balkan
countries.
IDEOLOGIES: Strong political ideologies (left or right wings) are returning
in the local political logic in the entire region. Focusing on the internal
problems, economy, unemployment, emigration, poverty, trade etc, are
returning step by step to be the most important problems of the politics in
the countries. This means that the main political ideologies, left and
right, are returning into the political debate. Ideologies and ideology
reformulation of the leadership are very useful to be treated.
FIRST SESSION
NATIONALISM
- Characteristics of Balkan nationalism. Overview and comparisons
between the Albanian, Greek and Serbian nationalism.
- Post-Communist politics, Balkans, comparative democratization,
international dimension of democratization, nationalism,
- Nationalism beyond blood. Religion and nationalism in Balkans.
- Actuality of nationalist speeches in Balkan’s new conditions
after the 90’s processes.
- Deconstruction of nationalist speeches.
SECOND SESSION
DEMOCRATIZATION
- “Peripheral Society”, a notion to explain the transformation
process in the Albanian and Balkan area
- Prove for a common democratization process paradigm in Balkan.
- Political process in Albania and Internationals. “Third
Democracy” or the Albanian model of democratization.
- Construction of democratic spaces and “the other” in Balkan.
THIRD SESSION
IDEOLOGIES
- For a re-formatting of ideological divisions in the extent of new
democracies in Balkan.
- Left political forces in Balkan. Between the communist past and
social project, transformation of the left in the Balkan.
- For an identity of right political parties re-born in Balkan.
Between the return to the right as before the war and a liberal project for
the right political forces in Balkan.
FOURTH SESSION
GLOBALIZATION
- International Organization, their politics between the protection
of state (nations) identities and globalisme effects. Case of Council of
Europe.
- Derivates of globalization, regionalism. Cross-border cooperation
and destruction of the “boarder myth” in the Balkans.
- Globalization or the end of “loneliness” for Balkan. Analyze of
opened and hidden globalization processes in Balkan.
- Albania and the region between development, integrity and
globalization.
- Minorities and their right for autonomy in the frame of European
Future. Surviving of Minorities in between Nationalism, European
Integration and Globalization.
- “Human Rights standards”, “Ideologies facing” in the name of
individually rights. Evolution and transformation of this concept, in the
SEE countries.
- Rule of Law and Human Rights. Liaison and evolution of this
concepts. Case of Election Code and of recent election process in Albania.
GUEST PANEL
TO BE AN ACTIVIST IN BALKAN
In the panels are invited to have their presentation in front of the
representatives of the civil society, people that are involved on freedom
and human rights issues in Balkan, good neighborhood and democratization.
PS. The above panels are not definitive ones. On every panel could be
treated other issues.

V- OTHER INFORMATIONS
q The lectures are obligatory at less 85%.
q For the DIPLOMA is necessary to prepare an essay relevant to themes
of the program, in the end of the Summer University. The preparation of
the essays will be done on September-October.
q The program of SU 2004 and the accommodation of the participants
will be done on the New York Hotel in Vlora.
q Accommodation (meals included) expenses are covered.
q The organizers have to reimburse partially the travel costs. Please
